How to Apostille an Arizona High School Diploma or Transcript

A client recently contacted me because an Arizona high school diploma was needed for a university outside the United States. At first, the request sounded simple: obtain the diploma, have it apostilled, and send it abroad.

Once we looked more closely, it became clear that the apostille was only one part of the process.

The school operated primarily online, the administrator was available in the office only on limited days, and the diploma had to be issued by mail. Before anything could be submitted for an Arizona apostille, we needed to determine what the university expected, identify the appropriate person at the school, and coordinate the document’s preparation and notarization.

This is something many families don’t realize. Apostilling a diploma or transcript can be more involved than apostilling a certified government record.

Why can school documents require additional preparation?

Birth and death certificates are generally issued as certified government records. Diplomas and transcripts are created by educational institutions and may not already contain a signature that the Arizona Secretary of State can authenticate.

An apostille does not independently confirm someone’s education, grades, or graduation. It authenticates the public official or Arizona notary connected to the document.

Depending on the record and the receiving institution’s requirements, an authorized school representative may need to sign a statement related to the diploma or transcript. That person might be a registrar, administrator, principal, records custodian, or another official authorized by the school.

The school official’s signature is then properly notarized. The notary is not simply stamping the diploma or certifying the student’s education. The notarization and supporting documentation must be prepared correctly before the apostille request is submitted.

This extra step is one reason an educational-document apostille should not always be treated like a simple document drop-off.

The difficult part may happen before the apostille

Once an eligible document is properly prepared, obtaining the apostille may be fairly straightforward. Getting the document to that point can require the most time and coordination.

Questions can arise quickly:

• Does the university want the original diploma, a transcript, or both?

• Will it accept a copy accompanied by a school official’s statement?

• Who at the school is authorized to verify the record?

• Is that person available to complete the necessary notarization?

• Does the receiving institution require a translation?

• Does it want the apostille translated too?

• Is there a deadline or an international shipping concern?

The answers are not always obvious, and they can vary by school, country, university, credential evaluator, or government agency.

Online schools can present additional challenges because administrators may work remotely or be physically present only on certain days. Older records, replacement diplomas, closed schools, and outside records custodians can also make the process more complicated.

A missing signature, incorrect notarization, or misunderstanding about what the receiving institution wants can delay the entire request.

There isn’t one universal process for every diploma

A friend’s successful experience with one university or country does not necessarily establish what another organization will accept.

Some receiving institutions provide detailed written instructions. Others may simply tell the student to obtain an apostille without explaining what must happen before the document reaches the Secretary of State.

That is why the destination should be considered from the beginning. Before preparing the document, it is important to understand where it will be used and what the receiving organization has requested.

Depending on the situation, the process may involve confirming the destination requirements, coordinating with an authorized school official, arranging proper notarization, submitting the prepared document for an Arizona apostille, and coordinating translation or international delivery. The correct order matters.

The Arizona Secretary of State requires an original notarized or properly certified document for an apostille request. A regular photocopy by itself is not acceptable. Current state requirements should always be reviewed before submission.

What about translation?

Translation requirements should also be confirmed before work begins.

In some cases, the receiving organization wants the educational document and the completed apostille translated. In others, it may require a translator located in the destination country or have its own rules concerning certified or sworn translations.

Ordering a translation too early can create duplicate work if the apostille must also be translated later.
